Immoral Behavior by Sheriff’s Deputies Allowed by the Sheriff

We have heard that, allegedly, “some Boundary County Sheriff’s Deputies are allowed to openly pursue ‘close’ relationships with local women, while being married.
Sheriff Kramer has been aware of this, but the behavior has been allowed to continue.”

Are there standards in the Department Policy, that forbid this sort of behavior?
If this is true, why is Sheriff Kramer allowing this behavior in the department?
